A Study On The Reasons And Countermeasures Of University Emergency In China

As universities play an important part in society and a carrier of the high education, its safety and stability also caused utmost attention, so constructing a safe campus becomes the common aspiration of society and universities. At present, university emergencies sometimes occur with the social transition, the fast development of high education, students’ quality differentiation, lagged teaching resources; besides the whole society pay more attention to school education than home education. It damages the safe and harmony campus and does some harm to normal teaching, scientific research, management and the life of teachers or students, even destroys the university’s image and reputation, reform and development. Since the Seventeenth Congress of Communist Party of China, the party and government care more about the emergency, subject to the "harmonious society" concept is deeply rooted in people’s heart. The construction of "safe campus" is one of its performances which is being fully promoted. The university administration also make emphasis on the emergency, but most of them make a stop in the post processing, invest limited personnel and fund, lack the sense of crisis and effective warning mechanism, and also are short of complete emergency mechanism or plan. Therefore the ultimate aim of the study on the university emergency is to enhance crisis consciousness, to establish and perfect the emergency plan, and to minimize the damage when the crisis comes.In view of the above understanding, the paper, based working experience, by consulting the literature and analyzing comparatively or empirically, summarize the significance of studying university emergency to build safe campus and then define the concept of "Safe Campus","University Emergency", and "University Emergency management". Then, the author, linking up the typical case of emergency at present in domestic universities which tends to be various and complex, makes an in-depth analysis of the cause of universities emergency and reference to reality. The paper, under the theory of crisis management and from the perspective of building the safe campus, combining the causes of emergency at present, specializes in the strategies to deal with universities emergency, advocating "syllogism" and "episode five" and "CMYK" Crisis warning map. In the end, the author rounds up the general principles and methods to universities emergency for the sake of building safe campus, maintaining the stability of universities and achieve sustainable development.
