Since the 1990s, With Multimedia Computing wide application in education and instruction, it has been playing an important role in promoting traditional education reform. Every country in the world has paid great effort and energy to improve their informatization hardware construction. China spend five years to implement the modern distance education project in rural middle and primary school beginning of 2003, in order to set up a perfect information instruction platform for rural, remote, and poor areas. As we all know, the implementation of the project has made encouraging achievements, to improve the quality of teaching in rural primary and secondary education into a great impetus. However, Due to the imbalanced development of many aspects, such as economy, culture, education caused by geographical differences, in particular, in the West of China, whether the implementation of the project achieve the expected effect, and in the follow-up the application process in the project continued to play the maximum effectiveness. All of these questions impact on our overall development of educational informationization and a reasonable concern,such as develop Tibetan and Chinese teachers learning community, support IT teachers as the main role of opinion leaders in the minority area,standardized training in educational technology in the minority area,and improve the bilingual teaching ability of IT teachers, and so on.This article focuses on of the implementation of applications in ethnic minority areas of"The modern distance education project in rural middle and primary school", hoping to explore the special education information in ethnic areas and draw the main issues and obstacles affecting the development, finally give some constructive strategic suggestions. The article first obtained by literature review of " The modern distance education project in rural middle and primary school " found out that application in ethnic minority areas of academic research in the blind spot, so determine the theme, besides learning from constructivism theory that information environment can promote a bilingual teaching effectiveness to determine the value and meaning of the study; Secondly, the article analysis the different between the ethnic minority areas and the general areas, relay on the information education dissemination process of four elements: teachers, students, educational information and educational media. Mainly from the special teaching model in minority areas, information technology differences of ethnic teachers, the special Bilingual Resources in minority areas, and the special informatization hardware construction in minority areas. Find out that most important thing to watch out for is the construction and apply of instruction soft resources in minority areas. Finally, put forward the strategy suggest that how to improve on it.This paper is divided into seven parts, as follows:The first part is introduction of this paper which expounds the origin, the significance and the status of the study.The second part defined related concepts and illustrated some relevant theory, besides introduced the design ideas and methods detailed which supported the study. The third part of this paper is the allocation of resources of"Modern Distance Education Project of Rural and Remote Elementary and Secondary Schools"in GanNan Tibetan Autonomous Prefecture. It is the prerequisite of the study.The fourth part of this paper is the analyzing of the specialty of basic education informatization in"Modern Distance Education Project of Rural and Remote Elementary and Secondary Schools"which is the primary coverage of the study. Through the analysis of differences of the minority regions and common area, this part summarized major obstacle factors which obstructed the development of education informatization is Construction and Application of bilingual resources.The fifth and sixth part is part of the core content of this research. The fifth part of this paper obtained the different demand of bilingual education resources in different modes of the ethnic minority school, through analyzed the construction demand and application situation of bilingual education resources detailed, and put forward the constructive opinions.The sixth part of this paper obtained some relevant problems of resource application of ethnic minority teachers through surveyed and analyzed the application situation of bilingual education resources, and put forward the corresponding strategies and suggestions.The seventh part of this paper introduces the innovation of research and achievement of practice, then pointed out the shortage of research and discussed the future research.
