Since 2004 Modern distance education project for rural primary and secondary school has launched in Shaanxi province, Through the efforts of relevant departments, The supply of the equipment and instructional resources to rural schools laid the foundation for basic education informational in Shaanxi province, as same as the city, the rural school can also get the rich and high-quality resources. But how to ensure that these resources can be used in daily instruction effectively then ultimately benefits students, the "application" process appears to be particularly important. So the year of 2006 is also known as the "year of application" in Modern distance education project for rural primary and secondary school. For this target, the research is based on the questionnaire and review that is about the status of resources applications and the factors of affecting the application of resources in rural primary and secondary school in Shaanxi province, the process seek problem and solve the problem, study the scheme, method which is carried out summing up and synthesizing. Finally build the support and assurance system which is formed of support of technology, training and guiding, management, the system is useful for the effective resource application in the instruction of teachers under the "third pattern" of the distance education which is base on the reference of the relevance field research. The research give the detailed discussion from module of effective application of equipment and the professional software, the construction and management of resources, platform of communication, training and guiding for teachers and the management of services, supervision, evaluation and so on.There are 5 parts in the research:Pans 1: The exordia. It mainly introduces the background, content, significance, target and the method of the research and defines and demonstrates the correlative concepts.Parts 2: Literature summary. It introduce the current research of the Modern distance education project for rural primary and secondary school the achievement for the promotion of resources application. Parts 3: Investigation and analysis of current situation and influencing factors of resources application. At first it introduce the implementation of Modern distance education project for rural primary and secondary school in Shaanxi province. Then give the intro of the questionnaire and review about the status of resources applications, and give the analysis about the result of questionnaire and review.Part 4: Pattern construction. Construct the support and assurance system of resource application on base of analysis about the result of questionnaire, review and the achievement of current research in the area.Part 5: Research conclusion. Introduce the conclusions, new view, the existing problems in the research. The research build the support and assurance system which begins with resource application of the teacher in the rural primary and secondary school focus on both completeness and detail in the process. The high-effective and economic construction is combined with actual circumstances in Shaanxi province. In the system the three modules technology support, training and guiding, management related the department and people of province, city, country and the rural school especially the teachers, they need unite well and do their best. Finally can make the teachers can apply the resource effectively in the instruction of rural school and make the sustainable development of project come true.The research is the secondary project which is belongs to the Key research project of National Education Science "15" plan. The number of the project is: DCA050057 which is launched In July, 2006 and will be lasted for two years.
