The main functions of University are:training professional people, scientific research innovation, and social services. With the development of the society, the social service function became more importante. The goals of university development has changing to community-based. University is the national higher education institution, gathering a large number of human resources, technology resources, and intellectual resources, but the development of university also exist problems. University is called "the tower of ivory", however, many resources of university are idle or inadequate use. University teaching mode and teaching content are not adapted to society. With the development of economy, the way residents lived with has changed from "unit’" form to community, which is more closer to citizens’ psychological, interest and activities, and other aspects. How to better the develop community has been listed as a long-term and very pressing big probleme. because it is directly related to the development of the country’ and stabilizing the situation. In order to make the university has breakthrough, and to make the long-term and stable development of community, research on synergetic development of university and community become inevitable. This paper, from the perspective of synergetic discusses university and community synergetic development, strive to achieve the university and community development1+1>2effect.In this paper. At first carefully sum up the university, community and synergetic concept. On the basis of concept there are two angle expounds the synergistic effect: One is the university for community synergy and influence. It includes three important factors the service learning, technology transferand social services. The other is the community for university synergy and influence, of which the main influence factor is community education. After the influence of the synergetic development of university and community, from the macro level include cultural and strategy; the medium level include resource and management; the Microscopic levels of alliance, offered the research on synergetic development mechanism of university and community. Finally, according to the national condition of our country, summarized the problems of synergetic development between university and community, then proposed the countermeasures to improve.
