With the advent of the knowledge economy, the development, utilization and management of human resources has become the most critical factor for human and social development. In recent years, people inter-provincial inflow and outflow in Jiangxi Province become increasingly balanced, inflows continued to increase and the trend of outflow is slowing. However, high-end brain drain is relatively serious. The density of talents is dropping continually. Based on this, this paper studies the outflow willingness of Jiangxi Province talents's influencing factor.Base on the statistical data of Jiangxi Province talentes, I analyze the total quantity , the density, the structure of the Jiangxi Province talents, I discovered that although the total quantity continues to increase,but density drops, especially the high-end brain drain is serious.In the paper I has carried on the summary and the analysis to the domestic and foreign brain drain theory, and designed the outflow willingness's influential factors of Jiangxi Province talents model on the Jiangxi Province situation, the factors are divided into four categories: personal factors, organizational factors, individual-organizational match factors and social environment factors, and has carried on the qualitative analysis. In the paper I has designed a questionnaire to conducted survey on the brain drain willingness of Jiangxi Province. This study used cross-analysis, factor analysis and Logistic regression through SPSS16 for the survey data, and arrived at the factor model which affects the brain drain. That is: Age, Assignment time in this unit , school record, enterprise nature, enterprise size, professional type, region culture policy factor, income and career development factor, regional economies and labor market condition factor and enterprise prospect factor, but the sex, Job seniority, the marital status, the interpersonal communication factor, the organization commitment factor, the living condition factor, the work factor and the life cost factor does not have the remarkable influence to the outflow willingness.In the end, the article analyzes the conclusion of the study and put forward the eight responses based on the brain drain in Jiangxi Province: Creating investment environment and developing competitive industries to provide a platform for talented people; improving treatment and paying attention to personnel career development needs; improving the personnel policy and making good personnel services; strengthening regional talent market construction to create the conditions for brain circulation; increasing investment in education to cultivate local professionals for the market needs; strengthening publicity and legal work to form loving talents cultural environment; strengthening cooperation between East and Central, and introducing personnel flexible; providing different services for different groups and managing personnel human-oriented and personalized.
