Currently, some good results have been achieved in China's School-based training for high school teachers. But there are also some problems. In particular, the deficiency of effectiveness in the School-based teacher training has become an increasingly prominent problem. In the study, observation, interviews and questionnaires and other methods were used to investigate the reality of Y County's School-based teacher training, and got a large number of authentic first -hand materials., the criteria for judging the effectiveness of School-based teacher training are based on the Four-level Model Theory of Donald.L.Kirkpatrick, the professor of the University of Wisconsin. Based on these criteria, the study deeply explored the effectiveness of the School-based training for high school teachers in Y county.There were serious deficiencies of effectiveness in Y County'School-based training for high school teachers. It mainly manifests in the following four areas: From the view of the reaction layer, the teachers were not satisfied with the process of school-based training; From the view of study layer, the teachers didn't get enough knowledge what they wanted in the training; From the view of behavior layer, School-based teacher training did not cause a positive change in teaching methods; From the view of teaching achievements layer, School-based teaches training did not make the teaching achievements to be substantially enhanced. The main reasons are: the schools and teachers did not pay much attention to the intrinsic value of school-based teacher training; the subjectivity of the teachers didn't have been the main highlight in the training process; the management and protection systems of the school-based teacher training were not perfect; the schools lacked good atmosphere for the teachers applying what they had learned in the training to practice.The new curriculum reform of high school in Y County started in 2008, and it's not long for the School– based training for high school teachers. It can represent the situation of china's central region where the School–based training for high school teachers is progressing. There is a certain practical significance to study the effectiveness of the School-based training for high school teachers in Y County. To enhance the effectiveness of school-based training for high school teachers, the department of Educational Administration has to step up publicity and guidance and improve the enthusiasm for training of the schools and teachers; hold on the concept of "people-oriented" and increase the usefulness and relevance of training; strengthen the training system construction and ensure that the school-based teacher training is scientific and rational; create a good atmosphere and good conditions for teachers to apply what they have learned in the training.
