It is urgent to improve the quality of in-service teacher training(ISTT),which warcalled for in "Education Revitalization Action Plan between 2003-2007"issued byMinistry of Education in Feb. 2004.In order to address the main content of pedagogy in ISTT,the author did theliterature analyse and summarized her experience on teacher trainingactivities.However ,the paper is constructed on the history of ISTT,evolution ofteacher education theory and the state of the teacher professional development in theworld. Most importantly, all the content in this paper was guided by Michael Porter'sFive Forces Model and teacher-based teacher training .First , the aim of teacher training should focus on improving the teacherdevelopment, not on meeting the political or governmental policies completely.Second , the task of teacher training should resolve the problems from teacher'spractice including school ,classroom and themselves .Third ,the pattern of instructionin teacher training should have the function of "Modeling",which can transfer intobasic education .Fourth ,there are relationships of equality ,collaboration and sharebetween the instructor and participants and among participants.In details , the thesis is mainly composed of five parts. In part 1 and 2 ,followingthe sub-line of "what "-"why"-"what",the author expounds the connotation ofschool-based training from its origin and development ,depends its rationality threeperspective of theory significance,practical significance and theory basis and alsoestimates its value reasonably from the discrimination of documents of training ofteachers in institution of higher learning. In part 3,4 and 5 ,following another sub-lineof "how to implement it "-"why it can be implemented "-"comparison and reference",the author first set forth to explain teacher training in Germany under the MichaelPorter's Five Forces Model from the view of practice ,then to review teacher trainingin China and the actual development .Try to find out the problems ourselves throughthe comparison between Germany and China and using the experience of Germanyfor reference by a typical example.
