To make a project of lasting 100 years and vital,we should have education as its base.The development of education plays a very important role in improving the quality of population and development of the national economy.And compulsory education plays an extremely foundation role in the entire education process.Recent years , the Hebei's compulsory education develops rapidly,the popularization of nine-year compulsory education's level has an further enhancement,the rural education takes seriously,and the conditions of rural school have an remarkable improvement.But there are some problems such as the dual structure between rural and city in history,the existence of urban center value orientation in long term,they cause the imbalanced phenomenon of city and rural compulsory education resources configuration still prominent in Hebei province,the balanced development in rural education is still a weak link.There is a problem to be solved which includes reducing the gap between city and rural and promoting the fairness in education. Thirdly,it makes the examination of the relationship between the economic development level and the education resources configuration level in Hebei province.Finally, according the appraisal and analysis result, proposes the suggestions in fairness education.
