This study follows Marx’s basic principle of dialectical materialism and education equity theory, and use methods of literature, questionnaires, interviews, historical research to analyze attending nearby school problems in rural areas from the point of Education Equity.It will be analysis ed from three levels of education:educational starting point, educational process and educational results and multiple dimensions of our current nearby school fair to analysis the problem.Then make appropriate recommendations to the community to take more eyes on rural education, to promote equitable development of compulsory education in rural areas, the consolidation and improve penetration of rural compulsory education, balanced development of urban and rural education and contribute to educational equity. The main topic of this paper is put forward from the following five aspects: Compulsory fair is an important foundation for social justice, a series of unfair questions need to be studied and solved during the process of the nearest existing school policy implementation, rural schools# layout adjustment presents a challenge, the nearby school justice for rural compulsory education to explore the nearby school is the proper meaning of urban and rural education development,at last,this question is not so sufficient researched by the academia. Theoretical significance of this paper is to improve the nearby school system, enrich the connotation of the nearby school, practical significance lies in further promoting fairness in rural areas the nearby school.This article takes eyes on the current stage of compulsory education in rural areas of the present school policy,look from an point of education fairness(including fairness of starting point, process and outcomes of education) to analyze, study what are the problems of the policy of attending nearby school in compulsory education in rural areas, causes of the problem and propose corresponding solutions. This article will be divided into four parts to illustrate, analyze the above, wherein:The first part reviews the development history of Nearby Enrollment policy and analysis of relevant theories. Firstly, I focus on the development and changes of the Nearby Enrollment policy after the founding of China, and the value of it, Secondly, analysis Marxist ideology on education equitable,standards of fairness and solutions, and characteristics of education equality. Finally,the author come up with evaluation index of fairness problems about attending nearbyschools.The second part take compulsory school of Xianan distinct,Xianning city of Hubei Province for sample,the author will describe fairness problems about attending nearbyschools of Chinese rural compulsory education from three levels( education starting point, process and results)and nine dimensions( attend ding opportunities,school conditions, teachers quality, teaching quality, if students can equally access to educational resources, if students can equally access to education in line with their personality characteristics, if teachers can equally treat students, and so on).The third part ’s main content is to attribute the current problems in the nearest school policy, root cause is imbalance of educational resources, including uneven financial investment, teachers disparities, uneven distribution of students, specific reason is the disadvantage of policy, historical reason is the adjustment of the layout of rural schools and the withdrawal and combination of the schools, other reasons is the influence of the social environment;The fourth part puts forward corresponding suggestions and measurements according to the equality problems and causes of present policy of attending nearby school in rural areas, including balancing education resource(optimize fiscal policy, and improve the quality of teachers, etc),refining nearest school policy,eliminating influence of the adjustment of the layout of rural schools and the withdrawal point of rural schools,This article analyzes rural compulsory nearest school problems from the eyes of Education Equity.to study equity issues exist in rural areas of the nearest school, including poor school choice enrollment problems existing in the process, the school district housing issues, as well as inter-school, the quality of education gap between urban and rural areas student enrollment resulting in opportunities, access to educational resources, unfair problems in terms of educational outcomes, and thus propose solutions and strategies.
