The work report of The Eighteenth Congress of the Communist Party of China mentioned that we must intensify efforts to developing education career, when carry out all work, make sure that we put enough attention to education and advance the implementation and development of quality-oriented education, popularized nine-year compulsory education throughout the country to make education resources optimizing configuration."National long-term education reform and development program (2010-2020)" clearly put forward the balanced development of compulsory education strategic task. The government should balance the allocation of school buildings, teachers, books, equipment and other resources. This shows that in the process of development of compulsory education, the balance of resources configuration plays a crucial role. To realize social fairness, must develop the education career, education fair is beneficial to promote the construction of harmonious society. In the implementation of compulsory education work, we must ensure that the rational allocation of resources to realize the education fair. Special attentions are paid on balanced development to promote compulsory education in recently issue of our country’s "Compulsory Education Law", because educational equality can allow people the opportunity to have an equality of competition, help vulnerable groups to improve their survival status, and then abate the inequities of society observably. In order to guarantee education equality, we have to complete the equalization configuration of education resources, which is consistent with equality principle; we should strictly carry out and implement this principle during the implementation of compulsory education.This article uses some data of proceeding with the work of compulsory education in Dalian city as the analysis of material. Further study on the compulsory education investment in various counties urban of Dalian city is in it. and the implementation of the allocation of compulsory education resources are analyzed, point out the existing problems and defects, the causes of problems are discussed on the stand the position of the government and put forward the corresponding countermeasures and suggestions to realize relative balance of allocation of compulsory education resources in Dalian areas.The study finds that much difference in economic conditions among Dalian areas, because of the lack of adequate compulsory education funds, the education investment of the regional compulsory education schools is not balanced. And it is concluded that the causes of regional imbalanced allocation of compulsory education resources in Dalian city: lack of adequate compulsory education funds, perfect investment mechanism of compulsory education has not been established, the safeguard system of funds has not been built, restricted and influenced by the education management system. After analyzing and discussing the allocation situation of compulsory education resources at home and abroad, summarizing the experience and in combination with the practical situation of the city, if Dalian municipal government wants to make the balanced allocation and development of compulsory education, it can take measures in several aspects, such as improving the safeguard system of compulsory education funds, standardization of school construction, optimizing the teacher resources, raising the level of information of compulsory education, matched mechanism construction and so on.The article consists of five parts. The first part of a writing background and writing significance of the research status, related research results at home and abroad are introduced; second part, combing the concepts and related theories of inter-regional balanced allocation of compulsory education:compulsory education, the connotation of education resources, regional concepts, the meaning of resources allocation and the public goods theory, education equality theory, regional harmonious development related theory, allocation of education resources related theory; third part, use Dalian city as the research object, firstly intuitive analysis of the development of compulsory education in Dalian city, secondly intuitive describes the current situation of equilibrium configuration of compulsory education resources in Dalian areas, thirdly points out the problems existing in the allocation of resources; fourth part, summarizes the successful experiences of the balanced allocation of education resources between the regional at home and abroad; fifth part, the successful experiences at home and abroad as the backing, puts forward to solve the problems of equilibrium configuration of compulsory education resources in Dalian areas.
