In recent years, with the fast development of Chinese economy and the continuous upgrade of the industry structure, more and more highly-skilled talents are needed. At the same time, with the improvement of the living standard, there is an urgent requirement for the higher education. With the strong support from our government, the higher vocational education develops fast and the number of the higher vocational colleges and the students in that kind of colleges is becoming bigger year by year. While, with the adjustment of industry structure, the change of the employment policy and the expansion of the higher education, the employment of college students has been the social focus. The oversupply of the graduates makes it harder to allocate the human resources rationally. At present, the expansion of higher education mainly results from the increased enrollment in higher vocational colleges. It's no doubt that the employment of the students in that kind of colleges is the critical factor for the sound development of higher vocational education. More attention should be given to the employment of the graduates and new policies to promote it should be developed, which will push the development of higher vocational education, boost social advancement and help the graduates realize their value. This paper, which set the resource allocation in the initial employment of the graduates in higher vocational colleges as the study object, introduces the connotation of human resources, talent resources, graduate resources and the relationship between them. The human resource allocation, the connotation of job market for graduates and the theory on college students'social cost are also introduced. The author analyzes the present situation and influencing factors in the process of resource allocation in the initial employment. With the case study of a certain higher vocational college, a guarantee system of rational resource allocation in graduates'initial employment in higher vocational colleges is put forward, which has theoretical and practical significance.
