Study On Non-profit Organizations In China Participate Social Security

Social security system is the product of socialization production, is the important pillar of market economy. Moreover, it is the embodiment of government action, which has important functions such as guaranteeing the basic livelihood of citizens, safeguarding social stability, promoting economic development, maintaining social justice and enhancing national welfare. Through national legislation, it ensures the survival of non-income, low-income and citizens who were injured in various accidents, and guarantees the basic livelihood of unemployed persons and employed persons in aged, sick, injury and childbirth, so as to improve the quality of national life. Materials provided by social security have the properties of public goods, which determined that it is not easy to introduce market mechanisms and also susceptible to government failure. Thus, we should make full use of social resources, balance the interests of diversified demands, and highlight the role of non-profit organizations in the process of social security system improvement.Prior to the establishment of modern social security system, many kinds of non-profit organizations has already engaged in various social security activities such as social assistance and social welfare in multiple ways. After the establishment of the social security system, non-profit organizations extensively involved in the social security affairs with their own unique advantages. Since the 1990s, China has been actively promoting the reform of the social security system, and putting forward the concept of socialization of social security, which provided conditions for non-profit organizations better participating in the field of social security. With their own characteristics and unique advantage, non-profit organizations have important functions in the social security. The successful international and domestic experience implicated that the role of non-profit organizations in the field of social security should be reinforced. Thus, our state and society should create favorable external environment in all aspects to facilitate non-profit organizations to participate in social security. Also, non-profit organizations themselves should create conditions, strengthen their capacity, optimize the internal environment and actively participate in social security management and services.Based on the ideas above, taking non-profit organizations in China as the starting point and on the basis of reviewing research at home and abroad, this paper expounded the theoretical basis of non-profit organizations'participating in social security and analyzed its historical evolution, status quo and the cause of existing problems. Furthermore, on the basis of relevant experience aboard, this paper explored the strategies combining our actual conditions to facilitate non-profit organizations to participate in social security in China, and proposed the research conclusion and research prospects.
