| Teachers'professional development is the main trend of educational development in the world and the orientation of educational reform of various countries. The development of times endows the professional development of university teachers with opportunities and challenges, which improves the quality of higher education and pushes its reform. The university teachers' professional development has been greatly concerned between higher education field and universities.The university is the main place where teachers work, study and live; teachers'professional development bases on the excellent environment of universities. Therefore, It is of great importance to research the relationship of university organizational environment and create a kind of peaceful, sharing and cooperative cultural atmosphere. During the middle of 1990s, the strategy of establishing Professional Learning Community (PLC) in schools had notable effect on American school reform and teacher development. Characterized with share and cooperation, the PLC is a successful practice of "Learning organization theology" with the goal of creating peaceful, sharing and cooperative atmosphere, which supplies a brand-new researching angle for the university teachers'professional development research of our country. We believed that the PLC is the suitable environment of the college teachers'professional development.
