Cooperative learning between groups is the important condition for the individual professional development under the information society. Teacher cooperation is a breakthrough point for the development of teachers’ professional development, and the professional learning community is the practice mode of promoting the development of teachers’ professional development. How under the background of teacher professional development under the social groups, cooperation and sharing and organizational culture, the groups of teachers on teaching practice and student learning theme, expand collective discussion, to find the most effective teaching methods, is a very urgent and realistic issue of the professional development of teachers.This study uses the literature research method, questionnaire investigation method, observation Method. Firstly, the content, characteristics and theoretical basis of teacher professional learning community were combed through the research of literature, and the professional learning community was the powerful impetus for the development of teachers. Secondly, the current situation of Xixia District, Yinchuan City, Ningxia primary and secondary school teachers professional learning and professional development are analyzed, get professional learning community is the main problem:The total shortage of teachers and teachers’ age aging, individual and group of the teachers from weak sense of professional; teaching professional organization becomes a mere formality; schools are lack of perfect standard assessment and incentives, managers of professional learning community is a lack of understanding; teachers of the professional learning community understanding is not comprehensive, failed to carry out their professional learning and development; special funds lack and school facilities not perfect in five aspects. Then the problem is attributed to the analysis, the main teacher’s own quality, teacher evaluation mechanism, school management system and school ideas and culture four reasons, among them, the school management system includes the score management, taking "Regulations" as the present formalism and taking "power" as the three levels of this authority. Finally this study from the elements of the theory, operation mode and internal and external support conditions of the three aspects discusses the primary and secondary school teachers’ professional learning community to construct the framework:The core element of the professional learning community is the manager, the main body is the teacher, and the power is "the inner common vision"; operation mode of three steps, school teaching-Learning-Research "three in one" school-based "mode, intercollegiate reference the project cooperation, the University, school teacher training, expert guidance; combined with internal and external support conditions together to enhance the professional development of teachers.
