Since the 1960s famous French educator Paul·Lengrand first suggested lifelong education plan in the third promoting adult education international committee meeting which organized by UNESCO, lifelong education has become a worldwide trend. Government which carry out lifelong education work master a large number of educational resources which plays a very important role in protecting of the public's needs satisfaction, increasing awareness of government services, promoting seamless administrative, economic and social development by integrating. Party National Congress, congress The 16th national congress and The 17th national congress of the Communist Party of China bring up a strategic thinking of structuring lifelong education system and constructing learning-oriented society has a very important meaning in implementing the scientific development view thoroughly, promoting economic and social development well and rapidly,building a harmonious society and enhancing the nation's comprehensive quality, constructing well-off society comprehensively and realizing the great rejuvenation of Chinese nation.In recent years, the party and government organizations at all levels of Heping District, Shenyang City unite and lead cadres and the masses, closely around the realization of "three goals" and completion of "five tasks" to forge ahead, do work in earnest, and achieved healthy development of economic and social, urban landscape rapidly changing ,urban and rural living standards significantly increase a tremendous success. Heping district promote the construction of the learning community vigorously, requiring demands for resources integration of lifelong education by district government increasing, the district government work with more and more thinking what people are thinking and solve what people are worried about , the district government plays a more and more role of life-long education resources integrataion in promoting economic and social development.However, due to various reasons, lifelong education resource integration of Heping district Shenyang still exist many problems. For example, the government of the lifelong education resource integration driving force is insufficient; Lifelong education resource integration work development is not balanced; Government one-way "output", lack of service consciousness and inspection standard. In view of the above questions, this paper using "seamless government theory", combined with Shenyang Heping district of the actual situation, proposed the countermeasures: one is to enhance the value of lifelong education work, the second is to make the customer cost minimization, the third is to strengthen the communication and exchange with customers.
