Long-term since, because many of the subjective and objective reasons, China's education situation in west national regions has been far behind the other regions. Among them, the basic education is relatively backward, the education base of worrying behind not only directly affect the local ethnic minority population overall quality, but also seriously restricts the minority areas of economic and social development. As is known to all, basic education is typical of the public product attributes, therefore, as the foundation education development of public products must be borne by government and provide. In the construction of harmonious society under the background of how to properly, the role of government and the functions of education, promote basic national regions of balanced development, ensure minority nationalities enjoy full of education, education opportunities of public product attributes, has become the important content of constructing service-type government. Based on this, the paper make leishan county in qiandongnan as a typical case of guizhou province, on the basis of investigation and research foundation education in national regions, analysis of the status of the investigation, from the perspective of the service-type government, and the reasons for the overall system is analyzed, and the improvement of basic education national regions balanced development put forward corresponding countermeasures.The first part of the papers from the Angle of the theory of ethnic areas of service-type government and education development foundation of internal relations.
