In recent years, more and more adding marks of cheating events are happened in the college entrance of examination. Besides, the adding marks are often utilized by some authorities, which seem to be unfair to other students. These events are made the policy of adding marks attended by academic and the media. Despite there are much comments about the policy of adding marks, few academic give systematic and deep research on it. John Rawls in his work A Theory of Justice offers two principles of justice. The first one, equality and freedom principle, which means that every citizen has equal right to receive different types of education. The second one, the difference of principle and fair equality of opportunity principle, which means every citizen, has equal access to education and the opportunities of those should be promised to disadvantaged.The policy of adding mark in college entrance examination plays an important role in guarantying the educational equality at the starting state. But due to a vast territory and regional disparity, each region's socio-economic development is unbalanced and hence different possession of education sources and different educational development. Particularly the students in old, little, edge, poor areas, compared with those in developed areas, stay in the disadvantaged situation when facing the Entrance Examination. How to promise their equal opportunities is really important. As a result, making a research on adding mark policy from the standpoint of equality has important realistic significance.The thesis is made up of five parts.In the first part, the author mainly introduces the background,the goal,the significance,the mentality and the method of the research, And systematically combs the domestic research literature which are about the adding mark policy.In the second part, the author gives a clear definition of relevant words and key words about the thesis, and then the thesis elaborates the theories basis of the research.In the third part, the author analyses the historical background, the basic characteristics of adding mark policy, and then a questionnaire survey is processed in five universities in Wuhan city, aiming to analyze the equality of adding mark policy.In the fourth part, the thesis analyses positive and negative effects of implementation of adding mark policy. As for the positive effects, there are three. The first, compensate the defects brought by the selecting talents in the college entrance examination only by the marks. The second, increase directly the opportunities of admission for minor ethnic students, thus promote the admission rate in minor ethnic groups. The third, guarantee the full enroll of majors such as agriculture, forest, earth and mine etc. As for the negative effects, there are two: the policy of formulation and implementation.In the fifth part, the author puts forward some policy suggestions. In the aspect of formulation, there are five suggestions. The first, transparency and rigor in the process of policy- formulation should be increased. The second, the education departments in cities or province should reduce or avoid exceeding the scope of adding mark policy. The third, relevant authorities should not degrade the adding mark policy to social welfare realizing means or social managing tackles. The forth, narrowing the range of adding mark policy. The fifth, reduce the rate of adding mark policy. As for the aspect of implementation, there are two suggestions. The first, Ministry of Education should strictly inspect the range of benefiters favored by policy in every province and city. The second, relevant departments in each province should strengthen the student's eligibility. As for the aspect of supervision, there are two suggestions. The first, the list of student's name who adds marks in college entrance examination should be publicized. The second, the departments of education should enhance the penalties that violate the adding mark policy.
