The policy of adding scores to minority in college entrance examinations is not only an important education policy,but also an important part of national policy.From the perspective of education policy,it is a key means to accelerate the development of ethnic education,and it regulates and guides the development of education for ethnic minorities.From the perspective of ethnic policy,it is the implementation of the national principle and the promotion of the harmonious development of the Chinese nation.Therefore,an in-depth analysis of these policies will not only help enrich the research on the extra-ministerial policies for the national minority college entrance examinations,but also provide intellectual support for the improvement of the national education policy system in China.And it will also provide a practice for the reform of the enrollment system in college entrance exams.The guidance provides a realistic reference for the scientific formulation and effective implementation of the policy of adding scores to minority in college entrance examinations.Since the reform and opening up,the research on the policy of adding scores to minority in college entrance examinations in China has combed its development history.Through the consolidation and analysis of policy documents,combined with the background of policy formulation,and in accordance with the timing of the phase characteristics and key policies,the development process is divided into three phases:the first phase is from 1978 to 1986.The policy of increasing the scores of minority national college entrance examinations has been expanded and enriched.The second phase is the specificization and standardization of the policy from 1987 to 2002.The third phase is the in-depth reform and improvement of the minority entrance exams for colleges and universities since 2002.The following is the analysis of the policy of adding scores to minority in college entrance examinations,based on the major texts since the reform and opening up,from the four perspectives of policy subjects,policy objectives,policy approach and policy guarantees.Regarding the main contents of policies,the policy subjects mainly take the Ministry of Education as the center and guidance,the relevant departments at all levels as assistant and supplement,and fully formulate the opinions of the people.With regard to policy objectives,the purpose of the policy has always been to safeguard education fairness,develop ethnic education,promote the unity of all ethnic groups,and promote common prosperity and development.Under the guidance of this general purpose,the specific purpose has changed with the development of the times and changes in the actual needs.With regard to the policy approach,the policy has undergone continuous development,and has developed three mainly ways:giving priority to minority under same results;taking appropriate care in stipulating proportions,and appropriately adding points.Adding points is the main method of the policy.In recent years,with the continuous refinement and improvement of the policy,the way in different regions has been divided to four types.In addition,through the summary of the policy content,it is found that the changes in regional policies are divided into different types as well.With regard to policy guarantees,this includes clarifying the responsibilities of various departments,public information on points and punishment violations.The following part is exploring the respective characteristics of policy subjects,policy objectives,policy approaches,and policy guarantees.From the perspective of policy subjects,we can see that the main body of policy formulation is clearly structured,and the main body of policy implementation has clear rights and responsibilities.From the perspective of policy objectives,we can see that its value orientation shifts from "compensation" to "encouragement".Looking at the policy approaches,we can find the gradual reduction in the score points and the gradual refinement of the bonus points.From the perspective of policy protection,we can see that the policy management work is standardized,the supervision mechanism is perfected,and the penalties for violations are constantly increasing.Finally,providing opinions for future minority education college entrance examinations can help deepen the reform and improvement of policies.First of all,the policy subjects should pay more attention to the manifestation of the people's will,give full play to the enthusiasm of the people's participation in the policy,and demonstrate the full right of public speaking.Second,the policy objectives should reflect the unique role of the minority entrance exam scores policy in the field of college entrance examinations and ethnic affairs.Third,the policy approach must be more precise,which means a deeper understanding and mastery of the actual situation of the bonus points.Finally,in terms of policy guarantees,it is necessary to improve the legal system and establish a system of legal education for ethnic minorities that is compatible with modernization.The policy of adding scores to minority in college entrance examinations is a special education policy.It is not the same as the general education policy.Therefore,the analysis of it must also go beyond the education field and stand on the perspective of the nation.In order to build a strong socialist education country and achieve the great rejuvenation of the Chinese nation,the policy must closely link with the socialist reality and the future development direction of ethnic education,and constantly promote the modernization of education for ethnic minorities under the new background.
