Shaanxi Province Science And Technology Innovation Platform For The Performance Evaluation Index System Is Constructed

Based on the analysis of performance of technological innovation platform according to studies at home and abroad, the study defined clearly the performance of Science and Technology Innovation Platform. Through the investigation and study of technological innovation platform of Shaanxi Province, in terms of systematic analysis of Shaanxi Province Science and Technology Innovation Platform Performance, the forming principle of Science and Technology Innovation platform performance of Shaanxi University and influencing factors, the index system of Science and Technology Innovation Platform Performance of Shaanxi Province was constructed, and the social experiment is conducted; on the basis of these and according to the reality of the construction of technological innovation platform of Shaanxi Province, the study designs the target model of incentive system through the results of performance evaluation. In terms of the above study, the conclusion is made:1) the problem existing in Shaanxi Province Science and Technology Innovation Platform is the shortage of a general evaluation criteria, which leads to the dispersion of platform; lack of evaluation index displaying the school advantage, resulting in repeated studies; lack of a unified monitoring and evaluation mechanisms, leading to lower utilization efficiency for capital; lack of performance evaluation program, making it difficult for horizontal comparison; lack of mandatory authorized management, leading to administrative inefficiency.2) Designed the first class evaluating index for science and technology innovation platform.3) According to the Analytic hierarchy process (ahp), the weighing of evaluation index for three classes of science and technology innovation platform.4) By the use of the index system constructed in the study,13 Science and Technology Innovation Platform Performance of Shaanxi Province is evaluated. And the scores were ranked as from high to low and unbalanced.5) The incentive system of Science and Technology Innovation Platform of Shaanxi Province can be divided into the process and results incentive. The process incentive is to monitor the allocation of technology resources and enhance the administrative coordination of the investment of science and technology; results incentive is to establish scientific and reasonable evaluation system of technology results of universities, improve the evaluation system of technology talent in colleges, and establish an effective incentive system for personnel.6) the incentive method of Science and Technology Innovation Platform of Shaanxi Province is to strengthen the system, combing the performance evaluation and salary; with market-oriented, combing the material and spiritual incentives; setting reasonable goals, combing the objective guidance and process incentive; enriching work content, combing the basic needs and hierarchical need incentive.
