With the rapid development of the knowledge economy,the country attaches more and more importance to the strategic resource of intellectual property,especially the important component of patents.As the mainstay of the national innovation system,universities must strengthen their independent innovation capabilities and core competitiveness in order to promote the construction of an innovative country.In recent years,China's college patents have shown a good development trend,but the problem of large numbers and low quality has not been improved for a long time.Insufficient innovation and fewer core technologies have caused serious waste of resources.Therefore,the establishment of a comprehensive patent level evaluation index system and an understanding of the true status of patent levels in various universities are of great significance for improving the scientific and technological innovation capabilities of universities and nations.Through systematic review of a large number of documents,this paper analyzes existing patent evaluation index systems at home and abroad,defines three dimensions of patent quantity indicators,patent quality indicators,and patent value indicators,and selects 16 according to the principle of index selection.Applicable indicators.Secondly,a questionnaire survey was conducted among experts to identify and remove low-importance indicators by using the method of group decision characteristics.Then,some indexes were validated by variance analysis to verify the impact of the indicators on the evaluation results.Indicator evaluation system.Then introduce the entropy method,use the patent data of 12 key universities in Zhejiang province in 2015 to build a comprehensive evaluation model,and check the validity of the model.Finally,the weights and evaluation results obtained from the entropy method and the group decision characteristic root method are compared,and an empirical analysis is performed.According to the analysis of the research results,it is found that the patent level of colleges and universities is uneven and has a gradient distribution,and the patent level is greatly affected by the types of colleges;the three types of indicators interact and interact with each other,but the quality and value indicators have a greater impact on some colleges Large,the overall impact of value indicators is small;patent maintenance has little effect on the level of patents,and the level of patents cannot fully represent the overall level of universities.In order to improve the patent level and scientific and technological innovation of universities,this article puts forward some countermeasures and suggestions: colleges and universities should strengthen the patent awareness of leaders and students,improve the level of patent knowledge;establish a patent management department,improve the patent management system;adjust college support policies,incentive mechanisms And assessment system;reform the patent annual fee system to release the vitality of innovation;increase patent implementation and promote the transformation of patent achievements.
