A Research On The Evaluation Of General Portal Of E-government Of The Development Zones Of The City Group Of Changzhutan

General portal of e-government, as a platform and channel for e-government to provide public service ,is gradually becoming an important way for the government to interact with the public, and its development level has been a core sign for evaluating a country's or region's e-government process. So establishing a set of evaluation system to accurately, fairly and objectively evaluate the construction level and service quality of government portal websites is especially important for the current government information reform.Firstly, this paper elaborates and analyzes the concepts and theories that connected to the government portal website and then introduces the research status and the existing questions of the evaluation theory and approach of the general portal of e-government home and abroad. Based on the summing-up previous experience, this paper brings forward a set of development zones'general portal of e-government evaluation index system that can be operated quantifiably. This index system consists of information disclosure, on-line affairs, public participation and web design, this four first level indicators and 15 second level indicators and 44 third-level indicators grounding on the reality of Changzhutan development zones. Through this index system, this paper diagnoses the samples of the 13 development zones of Changzhutan,and in the basis of the analysis statistics of evaluation results, this paper sums up the questions that existed in the construction and development of the general portal of e-government of Changzhutan city group's development zones, and put forward some targeting proposals.At present, there is a big difference in the level of Changzhutan development zones'portal websites. Apart from a few development zones'websites moving towards to the stage of on-line interaction, a majority of the Zones'websites are still at the initial stage of the primary level—releasing information. Besides, there are still many problems existing in Changzhutan development zones'portal websites, such as weak information-sharing, low integration of government services, poor standardization. The cause of the problems is that the construction of Changzhutan Zone E-Government is in a spontaneous and disorderly state, lacking unified planning and effective leadership and a perfect supervision and management mechanism. Therefore, it is only through strengthening leadership, attaching importance to system and security system construction, implementing a unified construction standard of Changzhutan Zones'portal websites and designing Web's service process and content based on customers'requirements that Changzhutan Zones'portal websites will not become a virtual tool to meet the inspection and evaluation but become an important approach to truly serve the public.
