In the tide of regional economic integration and urbanization, Wuhan Metropolitan Area expands. The building-up of the Wuhan Metropolitan Area plays a major role in bringing the Wuhan core radiation effect into play and boosting Hubei province economic growth. Therefore, accelerating the development of Wuhan Metropolitan Area is not only the significant measure adapted to economic globalization and regional economic integration trends, but also response to the state'Central Part Rising'strategy. It also strengthens and enhances regional competitiveness, as well as comprehensively promotes Hubei province industrialization and modernization imperative. Local Government, as a development strategy and system supplier, and economic actor of urban circle-maker, its behavior either directly or indirectly influences the healthy and coordinated development of city circle. Doubtlessly, the construction of Wuhan Metropolitan Area requires effective cooperation among regional governments. But the fact is, there are lots of deficiencies in the cooperation of governments.On the one hand, the thesis, based on regional public management theory, administrative and economic zones relations theory and the theory of intergovernmental relations, analyses the necessity of cooperation among government from theoretical and practical aspects, and puts forward the perspective that Wuhan Metropolitan Area must be built based on promoting intergovernmental cooperation; on the other hand, starting with the analysis of current situation of Wuhan Metropolitan inner government cooperation, the thesis pointed out the primal problem that exists in Wuhan Metropolitan government cooperation, and carried out an analysis of facts that cause the inadequacy among Wuhan governmental cooperation. At last, with foreign experience and aiming at the main issues of Wuhan Metropolitan intergovernmental cooperation, the paper states the train of thought and the countermeasure need to be taken to promote the inner government cooperation in Wuhan in detail.The realistic obstacles to regional cooperation of Wuhan Metropolitan mainly lies in the lack of the concept of regional cooperation, an unsound organization, the'Only political achievements'evaluation policy of local cadre and lack of a system of laws and regulations, including cooperation and interest in the compensation system deficiencies, etc. The analysis of barriers reveals that if we want to achieve the effective inter-governmental cooperation of Wuhan Metropolitan, we must be obliged to five aspects: establishing the correct management conception, setting up a reasonable organization, implementation of the scientific incentive mechanism, establishing a sound cooperation system and form a fully competitive market.
