Exploration And Practice On The Pattern Of Cooperation Between Agricultural Universitis And Local Governments

The research on intimately industry-university-institute cooperation could efficiently improve the combination of science and technology and economy, and shorten the transferring period from scientific and technological achievement to productivity. With the rapid development of science and technology, industry-university-institute cooperation is playing a more and more important role on improvement of economy and is kept eyes on all over the world and has also contributed to the successful combination of science and technology and economy in developed countries. In China, advanced scientific techniques and talents mainly focus on high university, academy and institute. However, they have not transformed into economic productivity due to lots of reasons. Now, the urgent target we faced is how to use advanced scientific techniques and talents to serve the local economy. Therefore, it will provide theoretical and practical information by the research on cooperative pattern of highly agricultural university and local government as well as analysis and summarization of successful experience.In this study, we analyzed the cooperative history and pattern of university and local government from different countries and pointed out some problems on cooperation of several Chinese universities and their local governments. Furthermore, cooperative construction of Fangcheng county and Henan Agricultural University was regarded as an example, i) to sum up the practical experience of their cooperation, ii) to summarize the cooperative pattern of trinity of scientific and technological subprefect and alcalde as well as volunteer of college students by taking advantage of scientific technological subprefect as bridge, iii) to analyze the existing problem during their cooperation. Finally, based on above-mentioned summarization and analysis, we figured out the corresponding methods and advices of how to improve the cooperation of highly agricultural university and local government under the new situation.
