With the development of economy and society, higher education is more closely related to local economy and social development. The social service functions of higher education are playing a more and more important role in providing the society with scientific achievements and various kinds of talents. There is urgent need of technical personals and high-quality workers for the development of local governments. In particular, the development of local higher education will speed up the reserves of talents and the development of technology, thus promoting the development of economy, culture and society more rapidly, stably and effectively. Therefore, running schools jointly by local governments and universities was born for their mutual benefits and development.This thesis analyzes the basic theories and the related issues of running schools jointly by local governments and universities. Taking Putuo Scientific & Technological College of Zhejiang Ocean University as an example, it illustrates the process of its establishment and explores its operating mechanism. And on the basis of the experience in the management of teachers, teaching, students, logistics as well as the evaluation system, it analyzes the problems of the development of running schools jointly by local governments and universities. With rational thinking of the cooperation, it comes to the following conclusions: the scientific orientation is a prerequisite, identifying the point of cooperation is the foundation, the support of the local government is the guarantee, and securing education quality is the key. Finally, this thesis lists some problems of running schools jointly by local governments and universities, and puts forward some solutions.
