On The Function Of Local Government In Combination And Its Implementation

The cooperation of industry, university and research institute is an important way of optimizing resource distribution and promoting the development of economy. With the constantly deepened trend of economic globalization, the behavior and supporting policy of local government has been playing an increasingly important role in promoting this cooperation. This thesis analyzed the conception of the cooperation as well as the key element of the subject and environmental element of it. The next step of this thesis is to find out the basic measure taken by the local government to promote the development of the cooperation according to the main problems raising in the cooperation; which is followed by the identification of functional positioning of the local government on the basis of completely understand the practical situation of our local government's effect on promoting the cooperation. Lastly, this thesis discussed the route, which the local government uses to realize its function on promoting the cooperation of industry, university, and research institute, and builds an evaluation index system for the realization of the local government's function to explain the specific function of the local government and the mechanism to realize it in an all-round way.
