Research On The Role Of Local Government In The Occupation Education In School Enterprise Cooperation

The transformation and upgrading of industrial structure is the inevitable requirement of conforming to the social development, the adjustment and upgrading of the industrial structure, one side is the social demand for highly skilled personnel increase enterprise recruitment difficult, one side is the campus can’t cultivate high skilled personnel business needs of students employment difficulty. In order to change this situation, accelerating the transformation and upgrading of industrial structure, out of school enterprise cooperation mode, through joint training, enterprise and school demand docking, to meet the needs of the development of both sides.This will article will take Shaoguan city for example, study on the role of local government, in order to more effective play to the functions of the government, promoting the Shaoguan city occupation education school enterprise cooperation, also can provide reference for the research and development of school enterprise cooperation in similar regions.This research mainly from the role of government, through the theory of government functions of Shaoguan City Hall in the positioning of school enterprise cooperation in role, trying to put forward some solutions for reference.In this paper, drawing a large number of domestic and foreign cooperation, related occupation education information and I work nature, the role of local government in cooperation of school and enterprise is also described. The school enterprise cooperation, both sides did a survey of the empirical analysis, understanding both the University and the enterprise positioning in Shaoguan City Hall role, explore the role of origin. Finally, re positioning of the role of local government in school enterprise cooperation. The main conclusions of the study are as follows:This paper argues that because of improper Shaoguan City Hall role in school enterprise cooperation problems are mainly due to:first, government role is not enough. Two, the role of government management is too large, too many cooperative binding. Three, the government management, inter departmental authority is not clear. Four, the government supervision is not in place.Five is the lack of the service provider to illustrate, modern government management should break the normal procedure, and strive to create a "small government" role, the weakening of government authority, for both the University and the enterprise full autonomy, or let the social forces to participate in the management. In this paper, the local government to provide relevant policy on legal system, information, funds, security service and support of the given related proposals, further positioning of the role of local government in the cooperation, to enhance the capacity of local government services. This paper will be divided into four parts, the first part expounds the purpose and significance of the study, the research situation about the government role orientation and the role of local governments at home and abroad as well as the basic concepts of analysis, theoretical research, positioning research. The second part is defined from the relevant basic theories. The third part is the analysis of the role of Shaoguan City Hall in the cooperation. The fourth part puts forward the Countermeasures of the occupation education cooperation of local government. Repositioning of the government in the role of school enterprise cooperation, strengthen the local government in the cooperation service role, in order to allow local governments to give full play to its social function of public service, deepen the school enterprise cooperation, and promote the healthy development of school enterprise cooperation project optimization.
