Construction of higher education is a strategic task of our party and state in the new era, which determines the country's prosperity and national self-reliance. First-class universities need the best teachers and call for first-class management. The first prerequisite of the management of university teachers is to give an objective and fair evaluation of their work, and to provide guidance in the continuous improvement. Performance management theory is relatively mature in management. It is scientific because its ultimate goal is to improve performance and focused on the management ofprocedure in order to achieve the objective. This study introduced the general theory of performance management start with, and fully demonstrated the feasibility of referring this theory to the evaluation of university teachers and what should pay attention to. On this basis, performance management theory was introduced in and I designed the general process of performance management of university teachers. In this paper, I took this process design as theoretical basis and analytic framework, combined with the practice of some colleges and universities in China and the United States, using the method of comparative study, expounded the overview of performance management of university teachers in the two countries. Found through research and analysis, evaluation of university teachers in our country there are seven major issues. On the other hand, in the concept of teacher evaluation management, institutional arrangements and the actual operation, The Ohio State University all have done better than we have done.Finally, This paper provided general inspirations and specific suggestions for the problems of China's practice. The enlightenments are about performance, performance evaluation, performance management and communication. Four-point proposals corresponding to the focus of four links——performance planning, implementing, feedback and evaluation, including the procedures for establishing the core performance indicators and the way of setting up individual performance expectations, how to carry out communication and coaching, how to use a variety of evaluation tools, how to use assessment to guide teachers in development and so on.
