The process of Beijing-Tianjin-Hebei coordinated development is deepening and the relation of higher education in Beijing-Tianjin-Hebei region is getting closer.At the same time,the construction of "Double First-Class" project is being operated in full swing.The higher education in China is marching from the later popularization stage to the universal stage,and the improvement of education quality is imminent.However,the overall level of higher education of Hebei province still needs improving.Against the background of the Beijing-Tianjin-Hebei coordinated development,higher education of Hebei province urgently needs to seize opportunities,face the challenges and move forward rapidly so as to lead the overall healthy development of the social economy of Hebei province.Talents are always the top priority in the development of higher education.It is the key work to attract more high-level talents,train high-level talents and stabilize high-level talents.This thesis,by using the methods of document analysis,comparative research and summary and induction,analyzes the talent policy and the status quo of Hebei province concerning the distribution of universities,the professional title structure of talent teams.In addition,the author analyzes the advance-level talent structure of the eleven key universities of Hebei province and the distribution of high-level talents of Hebei province.By comparing the status quo of high-level talents of Hebei province with that of neighboring provinces as well as the related situation in Beijing-Tianjin-Hebei region and other provinces,it finds out the problems of high-level talent team construction in universities of Hebei province.Referencing relevant incentive theory concerning human resource and coordination theory,this paper analyzes finally the reasons for the shortage of high-level talents,the uneven distribution of high-level talents,the difficulty for attracting high-level talents and the serious loss of high-level talents of Hebei province.Based on the status quo of social economy and the development of higher education of Hebei province,suggestions and countermeasures for solving existing problems are proposed.The countermeasures include the improvement of the comprehensive strength of the universities,the renewal of the concept on talent,the construction of campus culture,making full use of the macro environment of Beijing-Tianjin-Hebei development,seizing the opportunity,combining the characteristics of local industry development,and building up new disciplines.Allthese measures can help to attract high-level talents to the universities of Hebei province,form ultimately a well-structured team of high-level talents in Hebei province and achieve the stable development of high-level talents there.
