As a foreign language, the cultural attribute of English determines the necessity of"language in culture"in English teaching. As one of the basic educational subjects, the aim of English teaching must be set on the students'developments, that is to say, helping them to develop healthy, correct cultural consciousness and ideas in order to realize the unique cultural value as the important carrier of understanding other cultures.Cultural value must be realized through culture teaching. But due to the influence of the traditional English teaching and the role of the high school and university entrance exam, our English culture teaching is not optimistic at presen in our country. Through carding and analysing of the relevant data and questionnaire survey to the English teachers and students in high school, I think the following questions exist in the English "culture teaching" at present. First, teachers'culture educational consciousness and culture teaching ability is not enough. Second, students'English language competence is relatively weak. Third, the choice and introduction of the culture contents in the textbook is lack of level systematicness. Fourth, the test design is too stereotype. So, this research suggests :First, establish new English teaching values. Second, improve teachers' language and culture accomplishment. Third, develop teaching material of cultural resources creatively in the textbook. Fourth, give full scope to English teaching of tests.
