| Basic education based on information is an important part of information-based education. It plays an essential role in the development of information-based education in terms of foundation, whole situation and leadership. Henan province, a large developing province abundant in population and relying on agriculture in the center of China, makes great efforts to enhance information-based education over the years. Balanced development of education between the urban and the rural must be achieved for the healthy, orderly development of basic education. This paper, based on American StaR evaluation chart combined with the domestic assessment indicates, put forward four indexes of gaps between the urban and rural information-based basic education which are hardware and internet connection, professional development of teachers, digital resources as well as achievements and appraise of students. Then a series of questionnaire was designed and investigation and study were conducted among urban and rural schools in Henan province. The investigation shows that there are gaps of different degrees in information-based basic education between urban and rural areas. The writer analyzed this phenomenon and concluded that there are several reasons as follows: dualistic structure of rural and urban areas, capital invests, teachers and unbalanced teaching resources. Accordingly, corresponding strategies were put forward: enlarge capital invests in rural information-based basic education, rationally allocate and make full use of teaching resources, build up the quality of teachers, actively usher excellent teaching resources and improve the supervision of balanced development. |
