Compulsory education as an important part of China’s basic public service, is a universal, compulsory, free of school education in accordance with the law for all school-age children and adolescents unified implementation. Recent years, though the balanced development of compulsory education has achieved remarkable results,there are still unbalanced phenomena between urban and rural, in different regions and different populations. In particular, unbalanced situation between urban and rural,it confines the development of rural, then it influences the building a socialist harmonious society. Balanced compulsory education development between urban and rural, it can not only provide high quality human resources in rural areas, narrow the gap between urban and rural areas, but also play an important role implement the scientific concept of development and building a socialist harmonious society.In this paper, the related concepts in the balanced development of compulsory education were defined on the basis of basic public service, which employ equal theory of education、human resource capital theory and public service theory as its theoretical basis. Owing to compulsory education is significant part in public service,this paper elaborated the present and content of equalization in basic public service. It focused on the local balanced development situation in compulsory education, took it as research target, analyzed the unbalanced situation and presented countermeasures to local situation according to the experiences from other regions. This paper is divided into five parts: an introduction, including the background and significance of the study, research status, research methods, focus, difficulties and innovation. Second,elaborate concepts and theoretical basis of balanced development of urban and rural compulsory education. Third, elaborate the equalization of basic public services and content presented. Fourth, introduce present situation of balanced development of urban and rural compulsory education in Liangzhou district, find out the problems and their causes in the process of balanced development of local compulsory education.Fifth, learn experience from other rural balanced development of compulsory education. Sixth, proposed countermeasures to Liangzhou district balanced development of urban and rural compulsory education from four aspects including rural development, education funding, government responsibility and legal protection.
