Since Chongqing became the municipality directly under the central government, it has been developing rapidly and soundly. So it is with the educational level in urban areas. However, the education in the rural areas, which covers about 55%of the population in Chongqing, is far behind that of the urban areas, especially the basic education, which is in a seriously unbalanced state. In order to make sure that Chongqing's economy can develop rapidly and soundly, it has become a urgent problem to narrow the gap between urban and rural areas. This thesis is produced from the reality. The thesis made a valuable research and exploration on the theory, adopting the method of qualitive analysis and quantitive analysis, connotation definition, evaluation index, policies and practice on balanced development.The thesis is divided into five parts. The first part is introduction, including the background, aim, significance, the research summary home and abroad, definition on main concepts, research method, train of thought and points of innovation. The second part covers the basic constituent about the balanced development of the basic education, developing stages, indexes system and measuring method; the third part is on empirical research, including measures and on the basic education in rural areas in chonqing, existing problems, analysis and causes. The fourth part comes to the major policies and steps on balanced development in foreign countries, experience in some advanced areas in our country. And in the last part, I analyzed the countermeasures on realizing the balanced development of basic education, which consists of enhancing the input in rural areas, completing the system on fund guarantee, improving the rural area school condition, narrowing the educational gap between urban and rural areas, strengthening the ranks of teachers, improving the teachers'material welfare.
