Balanced development of education is not only a program of education, but also concerned to the stability and development of society. The reasonability of the education system helps the creation of social equity, otherwise, the imbalance of education will lead to social inequality. The development of education equity is a significant aspect in the construction of harmonious society of our country, and solving the problem of education equality is a way to establish harmonious society. To establish the education opportunity equality, and to achieve the fairness of the education process, as well as to ensure education quality equality are the only solution of achieving the equalization of urban and rural basic education, also, the vulnerable groups of the society can change the destiny through the knowledge.In China, "Three agricultural problems" remain significant in various sectors of society, and rural basic education has become academic interest. Rural economy resources integration and the development of modern industry are important ways of New Countryside Construction, but which is more important for the construction is transforming and improving the education for all-around development, so that people with science and technology talents can make contribution to social modernization construction. Rural children and city children are both the future of the national wealth, and the whole society should attach great importance to the harmonious development between urban and rural children’s basic education. Therefore, support rural education, and narrow the gap between urban and rural basic education, is the inevitable requirement of overall urban and rural education development. As a matter of fact, the imbalanced regional contradiction emerge regional difference of education between urban and rural problems. To find the reason of the problem and narrow the gap between urban and rural education can advance the balanced development of basic education cause in our country.This paper aims to the balanced development of basic education in urban and rural district of Xi’an city. Taking primary school attached to Shaanxi Normal University and Da ju’anCun primary school as examples. In-depth investigated the present situation and discussed the differences caused by family background, school conditions, teacher strength and social environment that lead to the inequality of education starting point, education process and education result of the urban and rural children, as well as put forward some suggestions which about the government, the school, the teachers, the parents and the society to solve the problems. Full text is divided into 6 chapters:The first chapter is introduction. This part includes background and significance of this research; The research status of home and abroad; The ideas and methods of this research; the definition of relevant concepts.The second chapter mainly elaborates the theory support of inequality of education. Theoretical support for this research includes:education equality theory, structure function theory and social behavior theory. It explains the thought of the equal opportunity of education and social fairness and justice, cultural capital theory and social interaction perspective about urban-rural dual structure.The third chapter is mainly about the spot investigation and comparative analysis about the two selected schools. It is the analysis of the inequality situation about the two selected schools from education starting point, education process and education result.The fourth chapter aimed at the inequality situation of basic education to carry out the attribution analysis which from society:urban-rural dual structure; Institutional factors:policy of "city tilt" and the family factors:the difference of family economic status and the ideological concepts.The fifth chapter puts forward countermeasures and the suggestions to solve the problems above. From the different aspects of the government, the school, the family and the society to proposed how to promote the balanced development of basic education between urban and rural district.The sixth chapter is conclusion. Summarized the full text, the paper expounds the function of this research, and reviews research shortcomings.
