The Study of the Compulsory Educationin Dahua yao Autonomous County ABSTRACTSince China promulgated The Compulsory Education Law in 1986, we have got a great achievement in popularization of the compulsory education. However, the compulsory education at present in China faces the most difficult question-the unbalanced standard of education development. Namely, in order to realize the balanced development of the compulsory education throughout China, how can we accelerate the compulsory education in poverty-stricken minority areas!Dahua yao Autonomous County in the Mid-west of Guangxi is a typical multi-minority national poverty county. When the new county was set up, the culture and education cause was quite backward, After ten years of hard work, great progress has been made in the compulsory education, more perfect education framework has been formed, the degree of popularization and the quality of education have been improved greatly, and above all, the experiment of the comprehensive reform about primary education in rural areas have been carried out. In 1998, The popularization of elementary education and the elimination of illiteracy have been accepted as up to the national standard after a check successfully. Yet, it is not negligent that there are many problems during the course of the compulsory education. Such as, the unstable development of junior compulsory education, the backwardness of the education for girls, the high drop out rate of elementary and high school students, the severe phenomenon that students discontinue their studies and so on. In some schools there are shortage of teachers, low standard of teacher group, the teachers' quality waiting to improve and the poor conditions to manage schools. Au the problems mentioned above relate not only to whether to turn our expected goals into realities but to the effect of popularization.The development of the compulsory education has a complex multi-relation with many social factors. Synthetically, the following aspects restrain the compulsory education in Dahua County from developing. Firstly, the supply from society is short, especially the investment to education from the local governments and families and the supply from our nation couldn't keep up with the fast development of the elementary education, which is the root factor. Secondly, the demand for education is limited by the developmentstandard of productive forces and the mode of production. The low value of manpower make the demand for productive forces increase so that the laborer in rural areas is relatively short. This limits the demand for education. While the negative effect form the present education patterns and policies make parents and children lose their faith in education. The shortage of the effective demand for education often becomes the internal factor or even direct cause for the drop out of the children. Thirdly, the disadvantages about the social anthro-cultural circumstances affect the consolidation and improvement of the popularization accomplishment, particularly the dualism, complicated and multi-culture of minority education in the community in minority areas are disadvantageous to the popularization of the compulsory education. Finally?the mountainous geographic conditions greatly affected the disposition of schools, which made it difficult for many students to go to school and make teachers few in quantity and poor in quality.It is very meaningful in poverty areas (including the poverty-strickey minority areas) for cure poverty syndrome to develop the compulsory education first and improve people's quality. The essential train of thought about how to solve all kinds of problems existing in the compulsory education in Dahua County and how to make the education develop steadily is to optimize the social conditions for compulsory education, increase the social adaptability of the compulsory education, combine the above two closely and make them develop harmoniously.
