Under the educational management system of "county based", the balanced development of compulsory education in the county has become the breakthrough point and effective way to promote the balanced development of compulsory education in China. In essence, it is an important manifestation of the unbalanced development of compulsory education, which should arouse great concerns in all circles of society..Through the filed investigation in Kangding county which belongs to Ganzi Tibetan Autonomous Prefecture in Sichuan Province, the research finds that despite equipped with hardware facilities has basically reached the standard, there is still a difference of Compulsory Educational Development between Zheduoshan s eastern and western, such as school size, teacher resources and students’ academic achievement. The school size in eastern is much bigger but in western is smaller, teaching power in eastern is stronger but in western is weaker and the student academic achievement is disparity. Therefore, the compulsory education in Zheduoshan s eastern and western is not extremely balanced.The reasons that caused the differences of compulsory educational development in Zheduoshan s eastern and western mainly due to different geographical environment, modes of production, population quality, culture and education policy. Among them, the different ways of production and life is the most fundamental reason. The influence of the modes of production on the educational development is not abstract, but through the individuals need for school education to play the role of the carrier. In different modes of production, individuals have different school education needs, and different school education needs further affect the development of compulsory education. The eastern area of Zheduoshan is dominated by agriculture, supplemented by industry and services; the industrial structure is complicated, higher levels of development of productive forces. This kind of production and life style has certain requirements to the quality of the labor force, which leads to the relatively high demand for science and technology and cultural knowledge. In addition to that, with the industrial structure and employment structure gradually from the first industry to the second industry and the third industry, an increasing number of people have seen the practical effect of education on the personal destiny and the economic situation of the family. So they pay more and more attention to the education, thus has played a positive role in promoting education in Zheduoshan s eastern. The west area of Zheduoshan is mainly based on animal husbandry, supplemented by agriculture, no large-scale industrial and service industry, industrial structure is relatively simple, the level of economic development is low. This self-sufficient, relatively backward mode of production has the characteristics of low scientific and technological content. Therefore, part of the farmers and herdsmen in Zheduoshan s western have a low demand for school education.The "urban bias" of educational content and policy make school education out of the production and life of the west area, this also bring negative influence to the development of compulsory education in the area.In view of this, the balanced development idea and thought of "do the same compulsory education" in Kangding at current need to be adjusted. To effectively promote the balanced development of compulsory education in the Kangding County, the key is not to eliminate the development difference of the compulsory education in Zheduoshan s eastern and western, but is on the basis of ensuring the basic conditions of running a school and combined with the characteristics of the local production and life style, social development, finally to let local compulsory education has got the development of individual character and local conditions. Specific practices are: allocating teacher resources flexibly so that to meet the different needs of teachers in the east and west of Zheduoshan,implementation of the three-level curriculum to adjust the development needs, according to the region and the school s own characteristics to create characteristics of campus culture and revise the index system of balanced development of compulsory education.
