With the development of social economy and citizen awareness, education fairness hasincreasingly attracted attention from all walks of life. As a basic education compulsoryeducation, should reflect its public. But the situation of unbalanced development ofcompulsory education has blocked the improvement of country’s overall national quality.The article took the compulsory education development of Shangri-La County for example,and to carry out an in-depth investigation and analysis into the balanced development ofcompulsory education.Shangri-La County is typical representative of our country western minority area.Because of the political, economic, cultural, ethnic customs and habits, the traditional ideaof multiple factors, the county’s unbalanced development of compulsory education is aremarkable problem, it is an epitome of compulsory education unbalance of owe developthe area.The paper is divided into six parts. The basic structure is as follows.The first chapter is the introduction part. In this part mainly introduces the researchbackground, research status at home and abroad, and then discuss the research ideas,research methods and innovation.The second chapter will card the basic theory and concept, and briefly introduce thecompulsory education development course. Secondly demonstration on the compulsoryeducation public product attributes the compulsory education development and thecharacteristics of policy demand for interpretation.In the third chapter, mainly discusses the achievements and problems of Shangri-LaCounty compulsory education based on in-depth investigation and analysis. Although thecounty compulsory education have a certain degree of development thanks to thedevelopment of economy as well as the support of national policy, but still exists a seriesproblems such as the economic imbalance of the investment, infrastructure construction is not balanced, the imbalanced allocation of teachers, teaching quality.The fourth chapter mainly analysis specific reasons that make the compulsoryeducation unbalanced development of Shangri-La County. There was economic factoralready, also policy factors, but also educational factors, resulting in the problem.Specifically, including the local economic development lag and traditional urban and ruraleconomic developed separately; the implementation of city priority strategy in traditionalpolicy of compulsory education, the implementation of " the key schools " policy as well asthe management center of gravity is too low in history of the compulsory education; thevalue orientation of " elite education" education and single education evaluation standards.Fifth chapter is the solution part. This part mainly put forward targetedcountermeasures and suggestions to promote balanced development of compulsoryeducation in Shangri-La County. Main measures include to change the educational thought,establish the concept of balanced development; increasing educational investment,reasonable adjust education funds distribution structure; strengthen the contingent ofteachers, balanced allocate teacher resources of the county; to deepen quality educationreform, improve the quality of compulsory education.The sixth part is the summary of the article, reviewed the logical structure of researchand summarized the main ideas and conclusions.The imbalanced development of Shangri-La County’s compulsory education is causedby the history and reality, geography and ethnic and religious factors intersect each otherand influence. To realize the balanced development of compulsory education needs manysubjects effort together such as the government, society, school, family. It could not beaccomplished at one stroke.
