School-based Management (SBM) is a new educational management system, starting from European and American countries since the late 1970s.For improving school effectiveness and embodying its uniqueness, SBM shows us that school problems can only be solved by itself. Specifically, SBM has the following characters:(1) SBM is based on decentralization of authority, and the responsibility and power have been transferred from educational office to the bottom of the school; (2) it demands people from various social classes participating in school management; (3) it shows school uniqueness and is focused on solving practical problems existed in school; (4) it delegates more autonomous powers to school and at the same time the school should take on more responsibilities than the general schools do. And what the authorities or administrational offices do is not to interfere directly with specific teaching in school but manage the school by general estimation. The school is responsible for students and parents through improving school efficiency and meeting students?multi-demands.With interview, questionnaire, literature on some headmasters, teachers, students from parts of primary schools in Poverty Areas of Northwest China (PANC) , this author chose Gangou Primary School, Biezang Town, Jishishan Autonomous County of Baoan, Dongxiang and Sala Nationalities, Linxia Autonomous State of Hui Nationality, Gansu Province as a sample, and implemented SBM experiment. Research methods employed in this paper involve in questionnaire, participative observation, brainstorming, case study, experiment and so on. Experimental measurements include 揼etting supports from local educational office? 搕raining the headmaster? 搃mproving teachers?quality? 揺nhancing cooperation between school and parents?and etc. After a year period experiment, the findings show that SBM is an effective strategy in improving primary school effectiveness and promoting Competence Education in PANC:(1 )SBM can promote teaching efficiency梟ot only can it increase the number of enrollment and lessen dropout rate, but improve students scores and develop their strengths;(2)SBM can move forward the process of democratic management in school梚t makes the headmaster and teachers rethinking their roles in SBM. Parents and other community members take part in SBM with respective ways;(3)SBM can get many supports from various social classes梟ot only do village leaders, religious leaders but also local government, educational authority office and some social groups begin to pay their attention to school development.In general, SBM takes a positive role in changing primary school situation and stimulating educational management reform in PANC. It has practical sense and popular value.
