The idea of higher educational evaluation is a sort of rational knowledge which is formed on the base of practice. However, the idea of higher educational evaluation, such as which ideas should be cultivated, which ideas should be changed7wharideas-should be cultirvatG&or changed, etc~, had been more i&ss studied over a long period of time, these affected the function of higher educational evaluation as the mechanism of educational management. So, to strengthen the study of the idea of higher educational evaluation is a task of theoretical and practical significance which make the higher educational evaluation suit the needs of economic development of China and whole globe, and accomplish the scientific and humanism. This dissertation is to probe the idea of higher educational evaluation in the view of the methodology of combining historical with logical study. The followings are synopses. Firstly,which basic categories constitute the idea system of higher educational evaluation.The dissertation suggests that the idea system of hi&her educational evaluation is for~d Qflhe ldea.of .~.sse nce.~ .vah~ practice. and quality, and these ideas are present in factual logic or value logic. In order to guide the practice, we should recognize the idea system of higher educational evaluation in faetual -logte-. Secondly, the idea of essence of higher educational evaluation. Analysing the attribute, object and criterion of higher educational evaluation, the dissertation suggests that the higher educational evaluation is a activity which the subject ,according to the value of education and the needs of subject, appraise the significance of the object in order to make decision proper. Thirdly, the idea of value of higher educational evaluation. On the base of analysis of the change of social needs,reform of educational system, development of evaluation and value tropism of modern education, the dissertation suggests that the higher educational evaluation should help education forword freely and entirely. Fourthly, the idea of practice of higher educational evaluation. By means of checking the idea of state against the idea of nontate of higher educational evaluation, the dissertation suggests that we should integrate the idea of state with the idea of nontate to get the idea of practice of higher educational evaluation as dministrationanagement? Fifthly, the idea of quality of higher educational evaluation. In accordance with all sorts of inalpractices of chinese higher educational evaluation, the dissertation suggests that we should reguard the university as a college community, and put the selfvaluation of college first while making external evaluation subsidiary,and lay stress on the dynamic evaluation while making static state evaluation indispensable.
