As an educational idea, Education on quality has already deepened into the hearts of the people. Its effective implementation depends on high quality teachers. Building the troops and improving the quality of teachers become very important, because the period of elementary education is the key period of implementation of education on quality. PE is one of important part of education on quality, so building the troops and improving the quality of PE teachers become a urgent problem need to be solve in the educational reform.The PE and the teachers of PE lack of the deserved position, because the idea of suiting the needs of the examination make great effect on the senior education compared with on the primary education. The PE teachers' troops are unsteady and the PE teachers in middle school run off seriously. So stabilizing the PE teachers' troops and improving the quality of teacher is an important measure in present situation. But as for as the present condition, achieving this aim in short period is impossible. We think that improving the quality of the mainstay-PE-teachers and driving all PE teachers in middle school is an effective measure. As the plan of vitalization education confronted 21st century have put forward that the core of improving quality of teachers is to strengthen the troops of the mainstay-teachers and play the exemplary role of the mainstay-teachers.We found that there isn' t research on the mainstay-PE-teachers in middle school to this day through reviewing the documents. The present relational researches focus on two fields. One is putting forward countermeasure based on the investigation of PE teachers in middle school. The other is suggesting the necessity of continue-study and different pattern of training and different content of continue-study in different degree. All these researches are not systematic and comprehensive. They lack of research that make the mainstay of PE teachers in middle school in Shan Dong as the object; they lack of research that based on the investigation of the quality of the mainstay-PE-teachers' present situation; they lack of research that aimed at the training-pattern on the mainstay-PE-teachers in middle school in Shan Dong province based on investigation on the defect of quality and the requirement of training.The research makes the mainstay-PE-teachers of middle school in Shan Dong province as major object. We start from analyzing a vast amount of documents, study on the present situation and training pattern of the mainstay-PE-teachers in middle school in Shan Dong province with the method of questionnaire, the method of interview, the method of statistics, and the method of logical inducement. At last we get some conclusions as follows at first: I .The age-structure of the mainstay-PE-teachers in middle school in Shan Dong province is rational; Their working-achievements are outstanding; Their teaching-ages are between five and fifteen years; Their rate of coming up to the standards of educational-background is very much high and their present educational-background are higher than their original educational-background. All above indicates that the traditional education aimed at advancing educational- background' level haveplayed important role on the development of the mainstay-PE-teachers in middle school in Shan Dong province.II. The statistics shows that the Man' quantities and their rate of Party-member are both higher than the woman' s. We can conclude that the sex-proportion of the mainstay-PE-teachers in middle school in Shan Dong province is out of harmony, and the difference is obvious.Ill . The title of professional post of the mainstay-PE-teachers is obviously lower the than other subject' s mainstay-teacher' s. It means that the PE teachers haven' t any advantage over other subject' s teacher in middle school in promotion of the title of professional.IV.
