This paper aims to study an often under-estimated fact of international bidding negotiations: the use of the negotiation art in work.This paper attempts to throw some lights on the Chinese bidders. It demonstrates three different levels performed by the art of negotiation and clarifies the contusion out of each level over the negotiating process.The three levels of negotiation art are examined in order of this research: l)the textual level-how to fulfill the accuracy of oral language, written text and the interaction between the two; 2) the cross-cultural level-what should people consider when they negotiate with people from different cultures; 3) the experiential level-how to use tactics and strategies to enhance the effectiveness of negotiation.
