In the past decade, the education system around the world has gone through tremendous challenges and changes from those who make policies and decisions to those who implement them. Since the turn of the new century, there has been a drastic impact from economic globalization, advances in technology, international market competitions, and rapidly increasing local social-political demands on Third world Country's education systems. The author presents the factors that make the reconstruction of the foundations of teaching and learning an essential component in bringing about quality education in this tidal wave. The paper suggests that the foundations for quality education systems should include the basic management functions: planning, organising, leading and controlling. The purpose of this paper is to bring out some pertinent ways of reforming education systems using these foundations. The planning of education should be done at the consideration of national needs rather than international demands. Starting from the local school development plans to the national education plan. When these plans, goals and strategies are determined the system should further be organised to facilitate their accomplishment. In order to have the school organisations effective and efficient, a good leadership is necessary. Therefore, education management reform is a vital aspect to rebuilding the system. Finally to ensure that all that has been planned and set up is being followed, there is need for a control system. In summing up it may be stated that reconstructing these foundations would bring out about education systems, which would meet the challenges in the ever-changing world.
