With the further penetration of Chinese urban resident housing system reform, since mid-1990s, the phase of large-scale commercial house resident lots has formed in some large or middle cities, such as Shanghai Chongqing etc, compared with early commercial house resident lots , the ones developed in this period, in space, further go toward the periphery of cities, and the scale of the developed areas and residence population are more large, therefore all kinds of allocations for resident lots are more complete. Many newly developed resident lots will provide the high梣uality primary education service, which is treated as the important moves of improving self-level of management.In major city proper of Chongqing, the forms of newly developed resident lots' development departments investing in well-known schools, choosing schools with money; investing on one's own or allying with others to run schools in resident lots. That these development department's intervene the primary education udertaking has utmostly the dual character. On one hand, it greatly changes the serious stagnant phase of the public education system development in newly resident lots, enriches the content of urban primary education system; on the other hand, because of lacking norm in enfocement,its behavior shows a certain confusion and disorder, such as large-scale remotely choosing schools, the entrance contradictory of public primary schools and the dear fees of primary schools of resident lots, and even the contradictory and conflict between education departments and development departments, the parents of students etc.Facing the vigorously development of developing situation of the development department of resident lots intervene the primary education, and a series of problems caused by situation, the author think, in point of the development department, on one hand, being in the service range of famous primary schools in a certain region, it is sure to benefit a lot because of the interest overflow of the well-known primary schools; on the other hand, the contemporarily rising theory of social responsibility of enterprise also shows us of primary schools are enterprises' inescapable social responsibility. And also, in point of government department, the moves of running schools of the development, to a great extent, share the problems of the entrance difficulty faced by the government in newly developed region. Therefore, the two sides share the responsibility effectively in running schools is what they should do.Concretely speaking, we should strengthen the cooperation in the following aspects: firstly, make a scientific program and a strict norm, and the development of cities should integrate with the development of the primary education allocation for newly resident lots; secondly, the development department of newly resident lots investing the primary education should integrate with the reform of the urban primary education system; thirdly, the development of primary education of resident lots should integrate with the expansion of educational resource advantages of well-known schools and transform of backward schools.
