To accept good sports education is one of the basic rights of students in the stageof compulsory education, the rational allocation of school physical education teachersresources for promoting development plays an important role in balancing urban andrural sports schools.To investigate and study the detailed in this situation throughquestionnaire survey, on-the-spot investigation, comparative analysis, expertinterviews and other research methods for primary and middle school PE teacherresources on the stage of compulsory education in urban and rural areas of GansuProvince, the Gansu province urban and rural primary and secondary school PEteacher resources has great difference conclusion, reasons for the differences areanalyzed and put forward the reasonable allocation strategy, PE teachers of theallocation of resources to propose the countermeasure and the suggestion of GansuProvince Education department.(1)physical education teachers resources is the most important human resources inthe school physical education, physical education teachers is an important factor in theinteractive process of sports teaching physical education teachers in primary andsecondary schools is the most important in the course of implementation andenforcement of "Sports and Health" humanthe quality of the resources, physicaleducation teachers curriculum resource identification, development and utilization ofthe extent and effective level of play.(2)Size and student-teacher ratio of physical education teachers in urban and ruralareas of Gansu Province, compulsory education, teachers and students in rural areasthan in urban schools than the gap between the proportion of full-time sportsteacher-student ratios and state regulations there is a gap. The structural condition ofthe urban and rural areas of physical education teachers resources, physical educationteachers is low overall titles, the title structure is irrational. Title, education ofphysical education teachers in primary and secondary schools in rural areas comparedto urban schools lower. Urban and rural physical education teachers in the Protectionof the Rights and Interests, benefits and working conditions of the physical educationteachers in urban schools is superior to physical education teachers in rural schools.(3)Stage of compulsory education in Gansu Province urban and rural school sportsteacher resource reasons for the differences: the rural-urban divide opposing dualeconomy structure and social system is a social system of the reasons that urban andrural resource differences of physical education teachers in primary and secondaryschools; recognition of educational opportunities, educational resourcesthe unequaltendency is the reason of the education system in urban and rural resource differencesof physical education teachers in primary and secondary schools; concepts ofeducation, the degree of attention and sports culture is the key reason of the urban and rural primary and secondary school PE teacher resource differences.(4)The high-quality sports teachers is one of the key factors to improve the qualityof school physical education. The face of the current status and teachers of physicaleducation teachers of compulsory education in urban and rural areas of GansuProvince, the allocation of resources, non-balanced flow of non-benign development,I proposed to explore the establishment of physical education teachers in primary andsecondary schools in rural areas to complement the new mechanism; increase ruralprimary and secondary schools from the transformation of the concept of schoolphysical education PE teacher’s efforts to train and improve the quality of physicaleducation teachers; protect the status of physical education teachers in rural areas toimprove the benefits of physical education teachers in rural areas; accelerate theimprovement of the urban physical education teachers to support education system,the formation of the urban physical education teachers in primary and secondaryschools support rural primary and secondary physical education teaching long the foureffective mechanism proposed strategy rational allocation of resources of the physicaleducation teachers in primary and secondary schools in Gansu Province.
