Study On Protection And Management Of Intellectual Proporty Rights In Institutions Of Higher Learning

Intellectual Property Rights(IPR) are more and more valued at knowledge-economy era. The utilization and protection of IPR become fundamental factors in knowledge-economy development. The superiorities of institutions of higher learning,such as subjects,human resources,information,and academic environment,determine the importance of IPR on institutions of higher learning. Facing fast changes at present,the protection and management of IPR fall behind world development and restrict springing of institutions of higher learning.Firstly,this paper tries to study the disadvantages that exist in institutions of higher learning,then analyzes the disadvantages from angles of system,ideology,technique,regulation and restriction. The use of university-based technology becomes more important in protecting IPR than ever. Considering overseas study,in this paper,a series of mathematical methods are presented to price technologies transferred.The development and application of internet challenge the protection on internet-based intellectual property rights,especially at universities. This paper studies some present problems to help knowledge management in institutions of higher learning. Finally,in appendix,some cases are quoted for reference.
