Study On Protection Ability Construction Of Intellectual Proporty In Institutions Of Higher Education Of Hubei

Intellectual Property (IP) is more and more valued at knowledge-economy era. Theutilization and protection of IP become fundamental factors in knowledge-economy development. The advantages of institutions of higher education, such as subjects, human resources, information improve the development of IP on institutions of higher education. However, due to the imperfectness of the IP protection system in Hubei province, the IP of institutions of higher education badly loss and was at low level, which have hampered the development and innovation of the university. The aim of the present study was to strengthen the protection ability construction of IP of institutions of higher education, and present the new concept of protection ability construction of IP of institutions of higher education.The paper is divided into five chapters. In chapter 1, the necessity and urgency of building the protection ability construction of IP of institutions of higher education was announced, which through presenting the importance of IP in the world, China and Hubei province. In chapter 2, the protection ability construction of IP of institutions of higher education was summarized, including the concept, characteristics, the key elements, the ways of realization, etc. In chapter 3, writer gave the introduction of the successful experiences of domestic and international protection ability construction of IP of institution of higher education. This chapter has compared and analyzed the successful experiences of U.S.A., Japan and Korea S. obtained in implementing the intellectual property strategy in university, and has studied the effectual measures of protection ability construction of IP of institutions of two representative universities, Tsinghua university and Shanghai Jiao Tong university. In chapter 4, the state of protection ability construction of IP of institutions of higher education in Hubei province was analyzed. Based on the questionnaire investigation and on梩he梥pot surveying, miscellaneous studies such as the structure and total amount of the patent, the consciousness of IP protection, IP protective policy , IP loss reason ,etc, were carried out, and the limited factors of protection ability construction of IP of institutions of higher education were also discussed in this paper. In chapter 5, in order to enhance the protection ability construction of IP of institutions of higher education in Hubei province, writer proposed the measure and advice for protect consciousness, management and incentive system, and security system.
