As a higher intellectual property management, it mainly including patents, trademarks, copyrights, school name, school, the right to use school training, technical secrets protection.At present, the intellectual property management concepts are very poor in colleges and universities of China. The research results are losing seriously, and the application for patents enthusiasm is not high. Then they are on the shelf after application. So the bad situation must be reversed as soon as possible.In our county, the main purposes of founding the agency for intellectual property management in colleges and universities are to increase the transformation proportion from scientific research to practical produce, to promote the continuing development, to stick up for the intellectual properties of colleges, and also to guarantee the benefits of colleges. The agency of the intellectual property management can promote the reformation of the scientific research system too. It accords with the market economy system. The basic principle of the intellectual property management founding is integration, harmony, practical, special and running marketed.In the last part of this paper, the differences of the teaching-based university, research-based universities and research-based universities are discussed by the author.The different intellectual property management agencies should be established corresponding to the different universities. Then the intellectual property management agency for the research-based universities is discussed deeply.
