The equality of opportunities in education, as an important aspect of educational democratization, was put forward early in the 19th century in west countries and regarded as one leading theme of educational policies. After World War II, it has become one of the most concerned issues in the movement of educational research and reform hi many countries.hi the past 50 years, great success has been achieved in equality of opportunities in education our country has been seeking, and on the whole there is an equal tendency. However, there are still inequality of opportunities in education with respect to different regions, sexes, nationalities, classes and groups, which mainly lie in inequality of access to school, material conditions and treatments in the phase of primary and middle schools and achievements of school work, which we must analyze and handle accurately and objectively.There exist two kinds of sources, which have caused current inequality of opportunities hi education. For one thing, it is outwardly influenced by the backwardness and unbalance of present economic and cultural development, which consists of the remaining and extreme trend of dualistic pattern of economy and society, lack and unequal distribution of national expenses of education and former culture. For another, it is inwardly affected by competitive examination ofsystematic education and elite education and increasing unhealthy elements in a microcosmic way.As for the current situations and existing sources of inequality of education opportunities in China, the following measures should be take effectively. On the one hand, it's essential to acquire the successful experience through which many modern developed countries have been seeking equal opportunities of education. On the other hand, facing up to the reality and based on equal opportunities of compulsive education stage, we should combine educational reform with social reform in the practice of reform, change educational environment of disadvantaged groups in underdeveloped areas, alter management system concerned with national expenses of equality in the thoughts of teachers and education managers must be strengthened effectively, then in order to improve inner environment of education greatly.
