The Research On The Responsibilities Of Our Government To Realize The Equality Of Higher Education Opportunities

Fairness is the soul of the civil education, for there would be no social justice if there is no equality of educational opportunities. However, since the 1990s, with the establishment of the market economy system, the implementation of the education charge system, and the ever-aggravating competition of the college entrance examination, new problems have occurred in the equal opportunities of the higher education. The inequality occurrence of the higher education opportunities between regions, urban and rural areas, and different social stratus has eroded the fairness of higher education opportunities, shaken the public belief of the educational fairness and justice, and done harm to higher education and the harmonious development of society. However, the achievement of the fairness still needs government adjustment and regulation, except for the market power which only focuses on the efficiency. By analyzing the status quo and the problems of the higher education opportunities of our country and pointing out the vulnerability and the causes of the government responsibility, the author tries to elicit the countermeasures in enforcing the government responsibility. In the new era, the government should uphold firmly the rules and guidelines of the equality of higher education opportunities, build actively a fair environment of policy and law, regulate its own behavior, and strengthen the market supervision, in order to make sure the implementation of the equal educational opportunities of the vulnerable groups.
