It is an undeniable fact that in China nowadays, there exists a polarization of economic structure and a widening of social differences. It is of practical meaning to make researches on successful examples of educational investment, to absorb historical wisdom and to seek a pattern of educational investment suitable for backward regions. Under the rule of me New Guangxi Department, Guangxi educational investment saw a great achievement, which surprised all the whole country at that time. But so far the research on educational investment in the period of New Guangxi Department is far from enough.This thesis makes a systemic research and analysis on the high school educational investment in the period of New Guangxi Department, seeks its historical regular patterns, summarizes its outstanding achievements and the reasons. The emphasis is on the history of the system of centralized high school educational investment and its regional reasonability. This thesis is composed of six parts: (1) A survey of high school educational investment in Guangxi in late Ming Dynasty and early twentieth Century; (2) A research on the historical changes in the system of high school educational investment in the period of New Guangxi Department; (3) An analysis of the raising and distribution structure of high school educational investment in the period of New Guangxi Department; (4) A probe into the disposition means of two educational resources (namely government and market resources) and the fairness and efficiency of educational investment in the period of New Guangxi Department; (5) the position and differences of high school educational investment in the period of New Guangxi Department; (6) the role of high school educational investment in the period of New Guangxi Department in the social development of Guangxi.Government educational investment is beneficial to a reasonable arrangement of the huge advance funds, to a solution of insufficiency of stored investment, and to a realization of balanced overall investment arrangements. Government educational investment is the strongest power to deal with accidental factors. Government educational investment is of wide-scoped efficiency. The policy and the management system of government education help to raise the efficiency of high school education investment. However, from a microcosmic point of view, private schools are more quality-guaranteed and efficient than public ones. Private schools directly face the educational market, shoulder responsibilities for the objects of their service (not the government). Private schools provide educational patterns according to the needs of the objects of their service, so they are also more efficient. As to their self- development, private schools have more autonomy than public ones. They depend more on the school manager to make key decisions, and so they are more flexible in the running and investment of the schools. A reasonable high school investment should both avoid a possibly rigid and inefficient educational investment disposition which results from its over-centralization and sole dependence on government investment and management and avoid a possibly utilitarian high school education with uncontrollable development which is caused by its over-dispersion, over-dependence on the market and self decision-making. The two educational patterns should supplement each other with the mutual play of market regulation and plan adjustment.In the period of New Guangxi Department, the educational investment system of Guangxi iscentralized. In such a system, the government built an integrated educational finance, made decisionsconcerning educational investment, planned or intervened the high school educational investment. Meanwhile, the government loosened the limit on educational investment and permitted private investment into the educational market. This educational investment pattern was not usually seen at that time. For a new modern country, its government as an organized power is supposed to shoulder more responsibility...
