With the rapid development of teacher' s professionalization in new century , teachers are required to have higher quality. New published (The reform and development decision on fundamental education of state council^ points out: "The key of promoting quality梑ased education concretely is to build a high quality team of teachers" .But the key issue is how to improve the quality of teachers? The thesis thinks the important way to improve the quality of teachers is to strengthen teachers own construction, changing passiveness into activeness, and pressure into dynamic, that is, teachers can themselves development their profession positively.Teacher-based professional development means teachers can set suitableprofessional development goal and plan without noticing the outside pressure choose their own learning contents in need, and have willingness and ability to make their goal and plan into practice . In the courses they show a strong independently awareness. Teacher-based here means professional development and obtaining the ability of self- development . It also means a conditional independency, a process of out-value-directed independently making teachers perfect.Teachers are the practical subject in education practice. Only teachers themselves can join the learnt education instructional theory and practice together. They are their masters in professional development. Teacher professional development are set up on the basis that teachers are willing and independent to seek their professional development. Teachers professional development essential power is from the stimulating of the interior themselves reform, is form the interior subject need of teachers. Any outside stimulation can help teachers to realize their hope, but teachersmust inner-digest any outside object requirements and connect them with their inner needs closely so that it can generate inexhaustible dynamic. In order to reach the point, teachers must have the ability to develop and grow up independently. This is not only the development trend of international education and need of life-long education but also very important significant to fully promote quality education and school' s instruction reform and to improve teachers own quality.Reflecting our country' s present view on teachers professional development, we find both the theoretical research field and practical layers pay much attention to the teachers group professional development, but ignore the function and position of teacher' s individual professional development. This holds back or even stifle the consciousness of teachers independency professional development, making our country teachers professional development in a passive situation, which can not stinnllate teachers function as a subject in professional developmental process, and is difficulty to make the teacher obtain the sustained development.Therefore, teachers must strengthen their own construction, carrying out their own functions and status as subjects level. This thesis gives some basic stratagems on teachers independency professional development; teachers should work out a reasonable individual professional development project; do behaviors research willingly; often do system reflect; participate in further study and communicate and co-operate out and inside with the colleagues.The development key for teacher lies in teachers actively function, lies in the reform and progress of inner professional structure. But this does not mean the outside factors are not important. They are the necessary supporting condition. So it' s urgent and necessary to solve theory problems; the relationship of teacher independency professional development and school development and teachers evaluation; teacher and school culture; teachersindependency development and school education. The settle of these problems can make a good environment to support teacher professional development.
